The graduates in the different fields of the Faculty of Engineering contribute to addressing engineering and social challenges through innovative solutions. The Faculty also provides consulting engineering services to public and private institutions, develops theoretical and applied educational programs, and supports research projects.
Article 1
The Faculty of Engineering establishes an Engineering and Scientific Research Center, one of its objectives is to provide support and secure the necessary means to carry out research and prepare theses and graduation projects in an integrated educational and research framework, through:
Proposing the research policy and preparing the annual work plan for research in the faculty.
Article 2
The structure of the Center is as follows:
Article 3
1. The President of the University, based on the Dean's proposal based on the approval of the Faculty Council, shall appoint the Head of the Center with the rank of Professor from among the members of the teaching staff in the Faculty of Engineering who are tenured or full-time contractors who are of good character and competence.
2. The term of office of the head of the center is three years, renewable for one time and can be reappointed after the expiration of a full term of office, and he is an arbitrary member of the Faculty Council.
3. The head of the center shall be exempted from at most one-third of his educational quota at his request and by a decision of the university president based on the recommendation of the faculty council.
4. In the event of a vacancy in the position of the head, or in case of absence, the highest-ranking member of the Scientific Council shall replace him, and in case of equality of rank, the highest degree, and in case of equality, the oldest.
5. The head of the center shall assume the following duties:
- Inviting the Scientific Council to meet and presiding over its meetings, preparing the agenda and preparing the minutes.
- Preparing the annual work plan and presenting it to the Scientific Council for approval before the end of September and committing to its implementation.
- Coordinating, under the supervision of the Dean of the Faculty, with the doctoral schools regarding doctoral-related activities and organizing the use of joint research platforms.
- Preparing the draft scientific research budget in the faculty and submitting it to the Scientific Council for approval and referring it duly to the Faculty Council within the deadline specified in the university's financial system.
- Preparing the annual report on the research activity in the faculty and submitting it to the Faculty Council before the end of June after its approval by the Scientific Council.
Article 4
The Scientific Council consists of:
- The head of the center: Chairman
- Heads of Research Units
1. The tasks of the Scientific Council shall be defined as follows:
a. Proposing the faculty's research policy within the university's plan for scientific research and submitting it to the Faculty Council.
b. Manage the evaluation of research projects submitted to the research support programs approved by the Central Administration and make a recommendation thereon.
c. Managing and organizing the work of the seventh year for faculty members in the Faculty of Engineering.
d. Proposing programs to activate research activity in the faculty.
e. Proposing the establishment of specialized research laboratories.
f. Organizing scientific conferences, seminars, specialization courses, workshops and issuing publications related to scientific research.
g. Establishing a database for research documentation for the faculty.
h. The Scientific Council is committed to implementing the annual work plan.
2. The Scientific Council meets at least once a month or at the written invitation of its president or at the written request of one third of its members, and the session is not legal unless at least half of its members are present. If a member of the Scientific Council is absent at least three consecutive times without excuse, he shall be deemed to have resigned and his replacement shall be appointed in accordance with the articles on appointment.
3. The Scientific Council takes its decisions by a majority vote, and in case of equality of votes, the president's vote is considered weighted.
Article 5
1. The center conducts studies, research and consultancy work:
a. For the Lebanese University
b. For the public sector
c. For the account of the private sector or for any entity decided by the University Council
2. The Scientific Council shall determine the process of conducting these studies and research.
3. Studies and research projects shall be submitted to the head of the center, where they are studied by the Scientific Council and submitted by the Dean to the University Council.
Article 6
The center consists of five research units:
1. Mechanical and Civil Engineering Unit
2. Energies and Sustainable Development Unit
3. Communications and Informatics Unit
4. Industrial Engineering and Production Management Unit
5. Applied Modeling Unit
If needed, other research units may be created by a decision taken by the Faculty Council based on the proposal of the Scientific Council of the Center.
Each faculty consists of research teams, individual researchers and master's officers in the research faculty specialization.
Article 7
The research team consists of a group of researchers, including at least 3 staff members or full-time contractors at the Faculty of Engineering, working within interrelated and interdisciplinary scientific themes. The team is supervised by one of its members. The team may include researchers from other faculties at the Lebanese University or other universities. The status of the research team is granted by the Dean of the Faculty based on a request submitted by the group of researchers to the head of the center.
Article 8
Each research unit is responsible for:
1. Conducting research and studies and coordinating them with other research units.
2. Establishing a database for research documentation.
3. Proposing the annual work plan for the research unit and preparing the progressive program (from one to four years) and submitting it to the Scientific Council.
4. The research unit is headed by a researcher who is a member of the educational staff at the Faculty of Engineering and is appointed by a decision of the Dean of the Faculty based on the approval of the Faculty Council based on the recommendation of the Scientific Council for a period of three years, renewable once.
5. The head of the research unit shall:
- Managing and supervising the research unit.
- Proposing research projects and plans and estimating their costs.
- Developing periodic reports and submitting them to the Scientific Council every six months.
Administrative and scientific coordination with the heads of research units and the head of the center.
Article 9
The administrative and financial work in the Center shall be carried out by employees of the University, who shall be transferred or appointed by a decision of the President of the University based on the proposal of the Dean of the faculty.
Employees in the Center do not receive any additional compensation or wages for this work.
Article 10
1. Financing of the Center.
a. The specialized funds for the Engineering and Scientific Research Center shall be noted in the faculty's budget.
b. The Center's revenues consist of:
- University contribution
- Projects supported by local and international organizations and companies
- Revenues from implemented projects and specialization courses
- Donations and unconditional gifts
c. These receipts are deposited in a special account in the University's Receipts Department.
2. Center expenses:
Research and study expenditures are held and disbursed in accordance with the principles prescribed in the university's financial system, based on the dean's proposal based on the report of the person responsible for the research or study, and the approval of the faculty council in accordance with the approved research mechanisms issued by the university presidency.
